I built Tiger Lily Strategies around a simple belief: healthcare works better when strategy, operations, policy, and people are aligned.
After more than 15 years working across complex healthcare environments, I bring both executive-level perspective and hands-on operational experience to organizations working to build stronger, more effective healthcare systems.

After more than 15 years working across payer, Medicaid, and federal healthcare, I kept seeing the same challenge: organizations knew where they wanted to go, but often needed greater clarity around how to get there.
Fragmented processes. Misaligned teams. Complex regulations. Competing priorities.
I created Tiger Lily Strategies to help bridge that gap. Today, I work directly with health plans, managed care organizations, public agencies, and healthcare innovators to make sense of complex challenges and turn big-picture strategy into practical action.
MEET THE FOUNDER
Hillary Peabody, MPH
Founder & CEO | Healthcare Executive & Strategic Advisor
Hillary Peabody is an executive healthcare leader with more than 15 years of experience transforming payer, Medicaid, and federal healthcare operations across complex national environments.
Her career has focused on building systems that work—improving access, operational performance, compliance, quality, and member experience at scale.
Hillary previously served as Acting Assistant Under Secretary for Health for Integrated Veteran Care at the U.S. Department of Veterans Affairs, where she led a $30 billion national managed care portfolio serving millions of Veterans and their families.
Her leadership encompassed access to care across 1,500 VA sites, a national external network of approximately one million providers, and a 1,100-person workforce supporting community care delivery, claims, benefits configuration, and payment integrity.
Before her work at VA, Hillary served as a Managing Director at Evolent Health, leading the design and implementation of 10 multi-state health plan product and operations portfolios serving more than one million members across Medicaid, Medicare Advantage, and commercial exchange plans.
Earlier work with Atlas Research and Grant Thornton included federal healthcare modernization initiatives supporting the Department of Veterans Affairs and Department of Defense.
Today, Hillary brings that breadth of experience to Tiger Lily Strategies, helping healthcare organizations turn complex challenges into clear strategies and stronger operational systems.
Outside of healthcare, Hillary is an endurance athlete who has
completed fifteen 100‑mile ultramarathons—including the Badwater 135—and recently competed in her first bodybuilding competition. She regularly fosters dogs and looks for meaningful ways to give back to her community. Hillary also serves as Board Co‑Chair of the Alliance for Policy Research, a national nonprofit advancing evidence‑based policy. Based in Phoenix, she partners with clients across the country.
THE STORY BEHIND THE NAME
Strength. Resilience. Transformation.
The tiger lily has always represented strength, resilience, and transformation to me—the ability to thrive even in challenging conditions. Those qualities feel especially fitting for the work I do in healthcare.
But the name is personal, too.
Tiger Lily is my beloved chihuahua–pit mix and longtime companion. She may be small, but she has a big personality—equal parts grit, loyalty, heart, and joyful stubbornness.
Between the flower and the dog, the name represents a lot of what I value: resilience, adaptability, strength, and staying grounded in what matters.
That carries into my work, too. Healthcare transformation may involve systems, policies, and processes, but ultimately, it’s about the people those systems are meant to serve.
